CBC Mortgage Agency was formed in 2013 by the Cedar Band Corporation, a tribally owned enterprise wholly owned by the Cedar Band of Paiutes, with a goal to diversify the tribe's business interest. Cedar Band Corporation operates 9 subsidiaries both on and off the reservation to promote economic self-sufficiency.
Through the Chenoa Fund™ program, CBC Mortgage Agency offers down payment assistance to creditworthy, low- to moderate income individuals. Our program is offered to all creditworthy individuals nationwide, excluding New York state. CBC Mortgage Agency partners with quality mortgage lenders on a correspondent basis.
CBC Mortgage Agency is dedicated to increasing homeownership in diverse communities. To date, we have assisted over 25,000 borrowers with their down payment, of which 55% are minority and 75% are first-time homebuyers. To assist all our borrowers successfully transition to homeownership, we provide 18 months of post purchase counseling from a HUD-approved counseling agency.

Miki has spent more than 20 years managing change and productivity through calm and tumultuous economies in the residential mortgage business. She has produced excellent results in big and small companies. Her experience extends across all phases of residential mortgage lending, including retail and wholesale originations, quality control and compliance, underwriting through post closing activities, capital markets/loan sales, and legacy loan portfolio management.
Pam Cooper, joins as CBC Mortgage Agency’s very first CFO. As a 30 year veteran of the mortgage industry, Pam has worn many hats in the financial management side of mortgage banking. She got her start in Orange County, California in the 1980’s while still a college student at UC Irvine, performing various investor reporting and accounting functions while working as a receptionist at a local mortgage banking firm. She went on to various accounting and finance roles, including 10 years with Deloitte where she served as an industry specialist in the Audit and Advisory Practice. She was part of the restructuring team at Aurora Loan Services after the bankruptcy of Lehman Brothers, and most recently was Chief Financial Officer of a $3.7 billion independent mortgage bank. In 1999 she earned her designation as a Certified Mortgage Banker (CMB), the industry standard of professional success, symbolizing respect, credibility, ethics and achievement within real estate finance. A CPA, she is also the current Chair of the Mortgage Bankers Association ’s Accounting and Finance Committee. For fun, Pam enjoys hiking, biking and running Utah trails.
Cari has over 25 years of executive management experience and has a proven history of success in the mortgage and banking industries. Her experience spans involvement with retail, correspondent & wholesale organizations. She was a key player in mergers and acquisitions of retail branches, recruitment and has been successful implementing new sales strategies that helped develop new client relationships. Her positive attitude brings electric energy to the daily operations of CBC Mortgage Agency. Her ability to connect deeply with her colleagues and peers has significantly contributed to her success. Since her start with CBC Mortgage Agency in 2018, Cari has consistently proven herself to be a top producer. In addition to her corporate success, Cari has a lifelong passion for philanthropy. She is passionate about giving back and has consistently involved herself in a variety of causes such as helping the homeless, benefiting cancer patients and supporting underserved children, to name a few. She finds purpose and enrichment by using her talents to benefit her community.
